About SOAR 4031 Foundation

SOAR 4031 Foundation is dedicated to transforming the reentry experience for individuals and
families affected by incarceration. Through a six-year research partnership with the University of
Cincinnati School of Medicine, we have established that Post-Incarceration Syndrome (PICS) is a public health crisis that must be formally recognized as a mental health disorder by the American Psychological Association (APA).

Our findings reveal that:

100% of individuals returning home from incarceration experience symptoms of PICS.

Nearly all are misdiagnosed, leading to improper treatment and higher relapse rates.

The first two weeks post-release are most critical for relapse or drug use.

The first 90 days are the most critical for recidivism.

Both outcomes are directly linked to untreated Post-Incarceration Syndrome.

Our Approach: Research, Referral, and Rehabilitation

SOAR 4031 integrates a data-driven, trauma-informed, and family-centered model that merges research with real-world service delivery.

PICS-Centered Housing Initiatives:

Developing SOAR housing units that combine on-site case management, telehealth therapy, workforce development, and family reintegration.

Creating trauma-informed referral partnerships with residential homes that understand and support post-incarceration mental stability.

Clinical Training & Advocacy:

Partnering with universities, clinicians, and policy leaders to train professionals on PICS-specific care.
Advocating for DSM-5 inclusion and policy reform at state and federal levels.

National Expansion:

Operating chapters in six U.S. states, with Ohio as our home base and Michigan and
North Carolina as pilot project states. While Maryland, Florida, Kentucky are
represented. While we have already covered 31 states with our research and data

Build and replicate SOAR trauma-informed housing units nationwide.

Publish and share ongoing findings through national symposiums and medical journals.

Global Outreach:

Expand PICS-based programs internationally, beginning with Southeast Asia.
